Office of Budget & Grants Management

Sabrina Joy-Hogg is the current Director of Budget and Grants Management. She comes to Norfolk as a results-oriented administrator with approximately twenty years of experience. She received her Bachelor of Arts Degree and a Masters  Degree, with a concentration of studies in Planning, Administration and Research, from the State University of New York at Stony Brook. Most recently, Joy-Hogg served as a Policy and Planning Specialist III with the Department of Planning and Budget for the Commonwealth of Virginia. Prior to that she worked in the City of Norfolk Budget Office. Joy-Hogg has also worked for the Hampton Public Schools, Hampton Redevelopment and Housing Authority and the Urban League of Hampton Roads.
