Welcome to the web site for the judiciary of the
Fourth Judicial Circuit of Virginia. This circuit's geographical
area is the City of Norfolk, and its court serves as the Circuit
Court of the City of Norfolk. The court's nine judges are elected
by the General Assembly for terms of eight years, and these judges
elect one of their own to serve as Chief Judge for a term of two
years. The Chief Judge is the administrative head of the court and
is the court's spokesperson to other agencies of government and to
the public.
The judges and the Clerk of Court, who is elected by
the voters of the City of Norfolk, work very closely together, and

The Judicial Programs Manager supervises the
administrative staff assigned to the judiciary. That staff consists
of the judicial docket administrator who manages the scheduling of
cases assigned to a particular judge, and three legal secretaries.
The legal secretaries manage the judges’ schedules and
correspondence. Four law clerks, each of whom is a recent law
school graduate, also assist the judges in performing legal research
and preparing memoranda on various points of law.
