ANIMAL WELFARE BOARD OF REVIEW
DESCRIPTION
This board provides for an animal protection unit in the department
of police; a city animal management center; oversees permits for
companion pet dealers, grooming salons, pet shops, and sale of pets;
and controls animal licenses. It also gives authority to and
oversees the seizing, impounding, reclaiming, and disposal of
animals. The board meets as needed for the purposes of hearing
appeals relating to animal control and welfare. Meetings as needed.

STIPULATIONS
Five members serve on the board for terms of three years. Members
include the Chief of Police or his designee, who serves as the
chairperson, the Director of Public Health or his designee, the
Superintendent of the Virginia Zoological Park or his designee, and
two citizens appointed by City Council. Members of the Animal
Protection Unit or Department of Public Heath’s rabies team may not
serve.

BOARD OF BUILDING CODE APPEALS
DESCRIPTION
The
Board of Building Code Appeals considers appeals relating to the
regulation of building codes, and has two divisions. One division is
established for hearing new construction appeals; the other for
existing structures appeals. Its general purpose is to consider
appeals relating to the Uniform Statewide Building Code (USBC). The
board meets the 3rd Wednesday of the month at 10 a.m. only if
there is a pending appeal.

STIPULATIONS
Members of the divisions are appointed by City Council based on
their technical ability to render fair and competent decisions
regarding application of the USBC. The division for new
construction appeals is comprised of individuals technically
qualified in the subject area of the appeal that will be heard. The
division for existing structures and property maintenance appeals
consists of one member appointed from a list of three nominees
submitted by the Norfolk/Chesapeake Board of Realtors, one licensed
professional engineer, architect, building construction or home
improvement professional with at least ten years experience in such
field, and three citizens of the city at large. Three alternate
members for either board are also selected to serve in case a
regular member is absent. The members may not be City of Norfolk
employees or officials. Members serve three- year terms.

NORFOLK BOTANICAL GARDEN SOCIETY BOARD OF TRUSTEES
DESCRIPTION
The
Board acts as an advisor to the director of Parks and Recreation and
provides regulations for the operation, maintenance, and control of
the Botanical Gardens. Meetings held on the 2nd Thursday of every month at 4 p.m.

STIPULATIONS
No
more than 36 trustees may serve on the Board. Twenty- five percent
of the trustees are appointed by the City Council. Current board
members appoint the remaining seventy- five percent, who must be
members of the Norfolk Botanical Garden Society. The commission
annually elects a President, a First Vice-President, a Second Vice-
President, a Secretary, a Treasurer, and may elect other officers as
it deems necessary. The President appoints members of standing
committees. Members serve no more than three consecutive
three- year terms.

NORFOLK COMMUNITY SERVICES BOARD
DESCRIPTION
This board oversees mental health, mental retardation,
and substance abuse facilities and services available in the city.
It reviews and evaluates existing and proposed facilities, public
and private, and advises the City Council on its findings. Accordingly,
it also presents suggestions for more efficient operation and programs that
might improve current conditions. It also seeks funding from the
local and federal governments in order to
enact and oversee the suggested programs. They meet on the second
Tuesday of the month at 4 p.m.

STIPULATIONS
No
less than 6 and no more than 15 Norfolk citizens may be appointed to
the board by the City Council. One third of the members must be
identified consumers or family members of consumers, at least one of
whom shall be a consumer receiving services. One or more members may
be nongovernmental service providers. Local government officials
must constitute only a minority of the board. The board elects the
chair and appoints a director of community mental health, mental
retardation, and substance abuse services. Members are limited to
two consecutive terms.

NORFOLK CRIMINAL JUSTICE BOARD (NCJB)
DESCRIPTION
The
Board shall develop, establish, and maintain community-based
corrections programs to provide the judicial system with sentencing
alternatives for certain misdemeanors or persons convicted of
non-violent felonies. It works with community agencies to discuss
the efficacy of current programs, and assesses ways in which
community agencies and organizations might best meet the community’s
needs. It meets on the 3rd Wednesday of the month at 4:00 p.m.

The
board is responsible for the general administration, management, and
proper operation of the city’s retirement system. The board meets on

STIPULATIONS
The
Board consists of the City Manager, ex officio; the Director of

Three
are citizens of the city, none of whom are members of the system
Two are

experienced in the investment of funds, and neither of whom may be a
member of the system.
The
board consists of 9 members and elects its chairman, vice-chairman,
and secretary, who might not be a member of the board. Members
serve four- year terms under an oath of office. Members submit an
annual report to City Council showing the fiscal transactions of the
system for the preceding year, the amount of the accumulated cash
and securities of the system and the last balance sheet indicating
the financial condition of the system.

NORFOLK PUBLIC LIBRARY BOARD
DESCRIPTION
This board has the control and management of the Norfolk Public
Library, and makes and adopts bylaws, rules, and regulations for its
guidance into the future. It is responsible for furnishing the city
manager and the Director of Human Resources with a detailed
statement of the amount of money deemed necessary by the board for
the operation of the library, whenever so requested. It meets on the
third Tuesday of each month at 1 p.m.

NORFOLK POLICE-FIRE TRIAL BOARD
DESCRIPTION
The
purpose of this board is to hear pleas of police officers or fire
fighters recently suspended or reprimanded for unacceptable
behavior. The board has the power to reinstate the accused by
deeming him innocent. The board meets as needed.

STIPULATIONS
Members are appointed by City Council for one-year terms. They are
qualified voters residing in the city and have no other connections
to any city office. There must always be three to five members, and
all members serve under an oath of office. The council will
designate one member of the board as chairman, who has the power to
subpoena witnesses, administer oaths, and compel the production of
any books and papers in connection with any hearing. The council
also designates one member as vice-chair.

PUBLIC VEHICLE DRIVER APPEALS BOARD
OF REVIEW
DESCRIPTION
This
board hears appeals from those whose public vehicle driver’s license
has been suspended or revoked. This appeal must be in writing and
filed with the chief of police within fifteen days of the decision
of the chief of police (to suspend or revoke the license). The chief
of police then forwards the appeal to the board of review. As such,
the board has the power to modify or reverse the decision of the
chief of police. The board meets as needed.

STIPULATIONS
The
City Real Estate Assessor, the City Traffic Engineer, and the
Director of Human Services serve as ex- officio members of the
board. Two members are appointed by City Council, one of whom is a
representative of those people holding public vehicle driver’s
licenses and one of whom is a representative of the operating
taxicab companies holding certificates of public convenience and
necessity. Five members serve on the board and the City Assessor
serves as chairman. Members serve one- year terms.

NORFOLK SCHOOL BOARD
DESCRIPTION
The
School Board sets policies and approves the operating budget for
Norfolk Public Schools. The group is responsible for setting
guidelines that assure the proper administration of the educational
programs of Norfolk Public Schools and for reporting a statement of
finances to the City Council, the Director of Finance and to the
City Manager. The Board approves the hiring of a staff to administer
and carry out the policies and also approves the budget that is
necessary to implement educational programs. Current meeting time is
the third Wednesday of every month at 12:00 p.m.

WETLANDS BOARD
DESCRIPTION
The
Wetlands Board regulates the use and development of wetlands in the
city. This board hears applications for a permit to develop
wetlands or to alter any coastal primary sand dunes. The Wetlands
Board also constitutes the Erosion Advisory Commission.
Duties include determining the erosion problems
of city beaches and erosion control projects, assessing program
implementation, and strategizing to counteract those problems. The
board meets on the second Wednesday of each month at 2:00 p.m.

YOUTH SERVICES CITIZEN BOARD
DESCRIPTION
The
board advises the director of the Department of Human Services as it
relates to the reduction of juvenile delinquency within the city and
the promotion of youth development. The board aims to increase the
cooperation, coordination, and communications among the major
youth-serving segments within the city and identify service needs
and gaps in service. The board also provides assessments of youth
needs and delinquency-prevention plans. It meets the second Tuesday
of the month at 4 p.m.
