1/8/08 – COMMONWEALTH VS. DEVON TERRELL BANKS

Today, a judge in Norfolk Juvenile and Domestic Relations Court held a certification hearing for Devon Terrell Banks, 16-years-old. The judge certified 4 felony charges against Banks to Norfolk Circuit Court, allowing prosecutors to try Banks as an adult. Banks is charged with 1 count of 1st Degree Murder, 1 count of Robbery, and 2 counts of Use of a Firearm in the Commission of a Felony Banks was charged after the November 12, 2007, shooting death of Tony L. Johnson, 49-years-old, in the 2700 block of E. Virginia Beach Boulevard. The victim’s bicycle was taken.
The next hearing in this case is scheduled for January 16, 2008, when the Grand Jury meets.


1/8/08 – COMMONWEALTH VS. MARY ANN ANDERSON

Today, a judge in Norfolk Circuit Court sentenced Mary Ann Anderson to 2 years, 1 month in prison for the June 7, 2007, conviction of Voluntary Manslaughter. She pleaded guilty to the charge. Anderson was charged after the August 27, 2006, stabbing death of her boyfriend, William Richardson, Jr., in her apartment in the 5800 block of Poplar Hall Drive.


1/10/08 – COMMONWEALTH VS. CLEO CARTER

Today, a judge in Norfolk Circuit Court convicted Cleo Carter, 34-years-old, of 1 count of Child Abuse/Neglect. Carter pleaded guilty to the charge. The judge then sentenced Carter for that conviction to 5 years in prison with all of the time suspended for the 10 months she already served in jail in the case. Carter was living in the United States illegally and is now scheduled to be deported. Carter was charged after the prostitution of a 12-year-old female relative from May to October 2003.


1/10/08 – COMMONWEALTH VS. MALE JUVENILE, 14-YEARS-OLD

Today, a judge in Norfolk Juvenile and Domestic Relations Court convicted a male juvenile, 14-years-old, during a bench trial of 1 count of 1st degree Murder, 1 count of Attempted Robbery, and 2 counts of Use of a Firearm in the Commission of a Felony. His social history report or sentencing hearing is scheduled for February 5, 2008. His trial and sentencing hearing must be handled in Norfolk Juvenile and Domestic Relations Court because of his age at the time of the offense. He was 13-years-old. His name is not being listed here for the same reason. He was charged after the November 23, 2007, shooting death of Dominic Young, 15-years-old, during the attempted robbery of the Enlanka Restaurant in the 700 block of Church Street. Three other people, 1 adult male and 2 male juveniles, are also facing charges in connection with this crime.

Today, a judge in Norfolk Juvenile and Domestic Relations Court held a transfer hearing for Keyonte Ashton Elliott, 17-years-old. The judge certified 4 felony charges against Elliott to Norfolk Circuit Court, allowing prosecutors to try Elliott as an adult. Elliott is charged with 2 counts of Attempted Capital Murder of a Law Enforcement Officer and 2 counts of Use of a Firearm in the Commission of a Felony. Elliott was charged after he pointed a loaded handgun at 2 Norfolk Police Officers in the 6200 block of Alexander Street.


1/15/08 – COMMONWEALTH VS. STUART KATZ

Today, a jury in Norfolk Circuit Court recommended Stuart Katz, 71-years-old, serve 6 years in prison after convicting him in a 5 day jury trial of 1 count of Aggravated Sexual Battery and 2 counts of Indecent Liberties. The jury also recommended Katz pay a $50,000.00 fine for the convictions. His sentencing hearing is scheduled for April 18, 2008. Katz was charged after Norfolk Police Detectives investigated reports of sexual activity
between him and a male juvenile relative dating back to April 2004.

1/15/08 – COMMONWEALTH VS. ERIC TYRONE CLEVELAND

Today, a jury in Norfolk Circuit Court recommended Eric Tyrone Cleveland, 19-years-old, serve 40 years in prison after convicting him in a 6 day jury trial of 1 count of 1st Degree Murder, 1 count of Robbery, and 2 counts of Use of a Firearm in the Commission of a Felony. Cleveland’s sentencing hearing is scheduled for March 21, 2008. Cleveland was charged after the shooting death of Eugene Davis on May 10, 2007, in the
2300 block of Cromwell Parkway. Another man, Jaami Lammar Taylor, is also facing charges in connection with this crime.


1/16/08 – COMMONWEALTH VS. KRISTEN LAVON STEEN

Today, a judge in Norfolk Juvenile and Domestic Relations held a certification hearing for Kristen Lavon Steen, 17-years-old. The judge certified 2 felony charges against Steen, allowing prosecutors to try him as an adult in Norfolk Circuit Court. Steen is charged with 1 count of 2nd Degree Murder and 1 count of Use of a Firearm in the Commission of a Felony. The next hearing in this case is scheduled for February 6, 2008, when the Grand Jury meets. Steen was charged after the shooting death of Jamal Matthews, 21-years-old, on December 31, 2007, in the 7500 block of Tidewater Drive, Southern Shopping Center.


1/17/08 – COMMONWEALTH VS. ANTHONY TYRONE HARRIS

Today, a judge in Norfolk Circuit Court sentenced Anthony Tyrone Harris, 36-years-old, to 30 years in prison with 23 years suspended, resulting in 7 years of active incarceration for the October 2006 conviction of 1 count of Bank Robbery. The judge also ordered Harris to pay $1,000.00 in restitution to the bank. Harris was charged after the December 12, 2005, robbery of the Bank of Hampton Roads branch in the 4000 block of E. Little Creek Road. Harris has charges pending in another case related to a May 9, 2007, escape from custody of the Norfolk Sheriff’s Office during a visit to a doctor in the 400 block of W. Brambleton Avenue, the Hague Medical Center.


1/22/08 – COMMONWEALTH VS. KENNETH EARL ROBERTS

Today, Kenneth Earl Roberts, 26-years-old, pleaded guilty in Norfolk Circuit Court to 1 count of 2nd Degree Murder and 1 count of Use of a Firearm in the Commission of a Felony. The judge then sentenced Roberts to 43 years in prison with 25 years suspended, resulting in 18 years of active incarceration for the convictions. Roberts was charged after the February 10, 2007, shooting death of Mario Williams, 25-years-old. Norfolk Police Officers found Williams wounded in a vehicle stopped at the intersection of Granby and Church Streets. Paramedics took him to Sentara Norfolk General Hospital, where he later died from his injuries. The investigation revealed the shooting took place at 27th and Granby Streets.


1/22/08 – COMMONWEALTH VS. ANDREW TRUELOVE

Today, a judge in Norfolk Juvenile and Domestic Relations Court held a preliminary hearing for Andrew Truelove, 22-years-old. The judge certified 1 count of Abduction to Norfolk Circuit Court. The next hearing in this case is scheduled for February 6, 2008, when the Grand Jury meets. Truelove was charged after an incident involving a female juvenile at Granby High School, 7101 Granby Street, on October 18, 2007.

1/29/08 – COMMONWEALTH VS. ROBERT LEON MILES

Today, a judge in Norfolk Juvenile and Domestic Relations Court held a preliminary hearing for Robert Leon Miles, 41-years-old. The judge certified 5 felony charges against Miles to Norfolk Circuit Court. Miles is charged with 5 counts of Indecent Liberties Custodial. The next hearing in this case is scheduled for February 6, 2008, when the Grand Jury meets. Miles was charged after Norfolk Police Detectives investigated incidents involving him and 2 juvenile females from January to May 2007.
