Voters in Virginia are required to present identification at the polling place for all elections. If proper ID cannot be furnished, the following rules for voting apply:
In State and Local Elections - The voter will be asked to sign a statement confirming their identity before being allowed to vote.
In Federal Elections - The voter will be asked to sign a statement confirming their identity before being allowed to vote,UNLESS the voter is a first time voter in a federal election who did not register in person at the Office of the General Registrar or acceptable agency or did not present ID at the time of registration. These first time voters, without proper ID, must vote a "Provisional Ballot".
A "Provisional Ballot" is a special paper ballot that is offered to any voter whose qualification to vote is in question. This may include but is not limited to the following:
A person who is a first time voter in a federal election who did not register in person at the Office of the General Registrar or acceptable agency or did not present ID at the time of registration.
A person whose name is not on the pollbook at the precinct on Election Day and whose qualification can not be immediately resolved.
The Norfolk Electoral Board makes a determination on all "Provisional Ballots" at the Canvass of Votes meeting that is held at 10:00 a.m. in Law Library of the Norfolk Circuit Court Building at 100 St Paul's Blvd. the day following each election. Anyone who has voted a "Provisional Ballot" is welcome to attend this meeting.
