DIRECTOR'S OFFICE

Provides management services to the City Manager and City Council and provides administrative support to the Department of Finance and Business Services.

CITY CONTROLLER BUREAU

Maintains the City’s accounting and financial records and provide financial services for the effective and efficient administration of government.

DEBT MANAGEMENT

Monitors the City’s public debt to ensure that all master indenture and continuing disclosure requirements are met. Issues general obligation and revenue bonds and secures other financing as needed to fund City projects.

RISK & CLAIMS MANAGEMENT

Protects the City’s assets by determining the City’s exposure and validity and liability of claims received. Coordinates policies and insurance risk financing and processes worker’s compensation, automobile and general liability claims.

TECHNICAL/SUPPORT

Provides technical support to City departments and agencies in managing and maintaining automated financial information systems.

OVERVIEW

The City Controller Bureau shall maintain the City’s accounting and financial records and provide financial services for the effective and efficient administration of government.

CASH & INVESTMENT MANAGEMENT

Administers City investment and cash management activities.

FINANCIAL ACCOUNTING & REPORTING

Processes, reviews and approves financial transactions; prepares internal and external financial reporting including the Comprehensive Annual Financial Report (CAFR); disseminates financial information to City departments and Norfolk Public Schools and other users; leads and participates in financial system implementation and enhancements.

PAYROLL

Manages all payroll and related tasks, including payroll to city employees, federal, state and other compliance reporting and payments, payroll system enhancements, and upgrades.
