The Norfolk Department of Human Services is responsible for the
planning, delivery, and evaluation of the City's human services and
public assistance programs. The Executive Leadership Team provides
administration and management services to the operating units of the
department, coordinates grant opportunities for the City in the area of
human services, staffs a number of citizen advisory groups, and
participates in numerous collaborative efforts throughout the City of
Norfolk.

The U.S. Department of Agriculture (USDA) requires that NDHS
