Cash assistance, Food Stamps, health insurance, and job skills training are but a few of the many programs and services available through the Norfolk Department of Human Services. Visit Norfolk ACCESS, our eligibility pre-screening tool, to determine if you may qualify.

Child Care Assistance Program

The Norfolk Department of Human Services Child Care Assistance Program aids eligible families in the arrangement and/or purchase of childcare for their children. This program helps promote: parental choice and consumer education by giving parents information to make informed choices about childcare, activities to enhance health and safety standards established by the state, and activities that increase and enhance childcare and early childhood development.

2008-2009 Eligibility Requirements

All applicants must be:
  • 18 years of age or older
  • A Norfolk resident
  • Employed, attending school, or both
  • Income eligible

It’s okay if you don’t have a computer at home; just head to the
nearest Norfolk Public Library branch, where computers with free internet access are available to all Norfolk Library cardholders.


If eligible, and called in to be interviewed, make sure you bring ALL of the following:

  • Picture identification
  • Proof of residence
    • Lease
    • Mortgage
    • Utility bill
  • Last two consecutive pay stubs and/or school schedule
  • Birth certificates and Social Security cards for applicant and all children in need of care.
  • Immunization records
  • Custody papers

Emergency Assistance

A program that provides a cash payment through the Temporary Assistance for Needy Families (TANF) program to help alleviate emergency situations specifically related to 1) natural disaster or fire, or 2) total loss of family income in the winter months due to severe weather conditions or 3) a reduction in a labor force caused by an energy shortage. This assistance is limited to $500 in a twelve-month period.

Energy Assistance

This program assists low income households with their urgent heating and cooling needs.  Energy Assistance can help: repair heating and cooling equipment, pay energy bills and security deposits, and buy fuel for heating and cooling.

General Relief

A two-component program intended to provide assistance that cannot be provided through other means.

General Relief - Unattached Child Maintenance Assistance -  A cash payment program to provide for the maintenance needs of the City’s children under age 18 who would be eligible for Temporary Assistance for Needy Families (TANF) except for the relationship requirement.

General Relief Emergency/Short term (GRST) Medical Assistance - A short-term emergency program payable in the form of a vendor payment to provide for prescription medications or supplies.  This program is intended to meet the emergency medical needs of income eligible individuals, who because of a change in circumstances over which they have had no control, are in need of emergency prescription medications or supplies.  Assistance is limited to six months in a twelve (12) consecutive month period.  The maximum benefit is $75 per month for prescriptions and $25 for medical supplies.

Indigent Burial Program

The Indigent Burial Program provides supplementary assistance for the cost of  burials for indigent Residents of Norfolk.  The agency will provide a $500 payment in the form of a credit order to the Customer.  The credit order is made payable to the funeral home of the applicant’s choice.  The majority of  the funeral homes in the area are participating vendors with our agency, with the exception of Woodlawn.

Determination of eligibility for the indigent burial program will be based solely on the total amount of Income, resources and/or other assets available to defray the costs of  the funeral expense. 

Deceased residents of  Norfolk with available assets or  insurance policies over $1000 are ineligible. For an indigent burial.

The agency will assist with the cost of  funeral expense for Norfolk residents who were placed in nursing. Homes in other localities or are incarcerated in other localities within the state.

Applications are taken at the Workforce Development Center only between the hours of 8:30 a.m. to 1:30 p.m.



Lifeline (Water Utility Assistance)

Lifeline was initiated by the city of Norfolk in 1999 to help Norfolk citizens avoid disruption in water service.  Lifeline offers financial assistance to low income seniors, families, and individuals to provide relief from the Hampton Roads Utility Bill.  This Human Services Unit works alongside the Norfolk Department of Utilities to provide information and assistance.

Medicaid and FAMIS

Medicaid is a program that provides full or limited medical coverage for eligible individuals.

FAMIS - Family Access to Medical Insurance Security - is Virginia's health insurance program for children in working families.

Refugee Resettlement Program

A program that provides cash and/or medical assistance to eligible refugees for up to 8 months following the date of arrival in the United States.

SLH (State and Local Hospitalization)

An assistance program that provides health care services for low income individuals who have a medical necessity and have no other medical coverage.

TANF (Temporary Assistance for Needy Families)

A program that provides monthly or one time cash assistance to families with related children. There are State and Federal limits on the number of months assistance can be received.

VIEW (Virginia Initiative for Employment Not Welfare)

An Employment Services program for TANF recipients who are required to participate.  Non-mandatory recipients can volunteer to participate in the program.  Support services such as child care and transportation are available to enable participants to work or to receive training or education which are intended to lead to employment.
