Homeless Action and Response Team (HART)
HART serves as a single point of contact for homeless families and individuals in Norfolk who are seeking time limited services. The HART Team is comprised of Human Services professionals whose mission is to develop processes, community partnerships, and strategies to help end homelessness in the City of Norfolk.

Hotline for Homeless Families
The Norfolk Hotline serves as a central point of contact to access services for Norfolk families seeking shelter in the City of Norfolk. The Hotline was initiated to improve child well being for at risk families by:
- Preventing homelessness
- Rapidly re-housing families
- Improving coordination between service providers working with homeless families.
Norfolk Emergency Shelter Team (NEST)
HART partners with the Norfolk Emergency Shelter Team (NEST) to provide meals and shelter to homeless adults during the winter months. NEST is a coalition of churches that provides overnight shelter on a rotating basis. Transportation to the shelter is provided every evening during the winter months of November - April at 741 Monticello Avenue in Norfolk.

NEST does not provide services to Norfolk’s homeless families. Norfolk’s homeless families should contact HART for help, not NEST.
