Food Vendor Program
Food truck operators interested in participating in the Downtown Food Vendor Program, allowing them to vend from parking spaces in downtown Norfolk must register for a lottery by 5pm on Friday, March 21, 2014. The lottery will take place at on Wednesday, March 26, 2014, at 9:30 am at the Norfolk Amtrak Station building at Harbor Park, 280 Park Ave.

The city’s mobile food vendor program provides designated parking spaces for food trucks to do business downtown. Vendors will rotate on a monthly basis between the six spaces. Vendors who participated in the program last year with no violations will receive first right of refusal in the upcoming program year and will go into a separate lottery to choose their starting location. Vendors who primarily serve desserts will not be entered into the lottery but may contact the City for participation in special events. Those interested in registering for the lottery should contact

In order to be included in the lottery, food truck operators must have a currently operating food truck and must submit a Virginia business license, a Virginia State Department of Health permit with their application (Norfolk specific documentation is not required for entrance into lottery). Photos are also requested.  Once selected for the lottery, operators will be required to also obtain a fire permit as well as list the City of Norfolk as an additional insured on their insurance policy.

• Freemason Street (100 block) – 2 spaces
• Plume Street at MacArthur Square – 2 spaces
• Bank Street at MacArthur Square – 2 spaces
