The Home Rehabilitation and Resource Center works to facilitate housing code compliance and improve the quality of life in low and moderate income neighborhoods by serving as a resource center for information and technical support services.

Non-profit organizations are provided grants to enable elderly residents to live independently in rehabilitated housing, newly constructed facilities or through rent assistance for those who qualify.

Housing for Persons with Disabilities
Non-profit organizations are provided grants to enable residents with disabilities to live independently by expanding the supply of affordable housing with support services for those who qualify.

Housing Counseling
Housing agencies are provided grants to provide free before purchase, after purchase, default and reverse mortgage counseling for Norfolk residents who qualify.
