Originally, PACE (Police Assisted Community Enforcement)
was conceived as a community policing initiative by City Council
in 1990 through the Norfolk Police Department. This program
was expanded to include all City departments in an effort to enhance
their ability to work together to resolve community problems through
partnerships.
The Division of Neighborhood Services’ PACE Support Services
program is utilized in promoting interagency communication to
maintain and improve the quality of life in Norfolk neighborhoods.
This goal is accomplished through several programs and services,
continuous communication with residents and community stakeholders,
and educational programs and training.

Support Services Calendar is published monthly. It
details PACE Sector Team meetings, Division of Neighborhood Services
activities and programs, committee meeting schedules, and volunteer
opportunities.
The Crime
Prevention Awards Dinner
is held each March in recognition of the annual National
Crime Prevention Month. The awards ceremony is in honor
of the extraordinary people who are "PACE Setters"
in combating crime and the causes of crime in Norfolk, especially
those "unsung heroes" who do so much and are often not
recognized. Award
Recipients
are selected from categories such as volunteerism, law enforcement,
and youth.
The Red Ribbon Campaign is celebrated
annually in October. It began as a memorial to slain Drug
Enforcement Agent, Enrique “Kiki” Camarena. It
encourages citizens to wear a small red ribbon as a symbol of
America’s intolerance of drugs.
National Night Out is a annual crime prevention
event whose goal is to heighten crime prevention awareness by generating
support for anti-crime programs and strengthening neighborhood spirit
and police partnerships. Norfolk residents are a key component to promoting
and maintaining safe neighborhoods within the City. Supporting NNO
activities sends a clear message to criminals that residents are
committed to preserving their neighborhoods. We invite all neighborhood
associations, residents and the business community to participate
in this annual event or to join the committee. Together we
can “take back the night.”
