COMPSTAT

In 2006, the Norfolk Police Department instituted the COMPSTAT model and practices throughout the department. COMPSTAT is short for management accountability in policing through Computerized Statistics.

COMPSTAT is achieved through four principles:

  1. Accurate, timely information
  2. Rapid deployment
  3. Effective tactics
  4. Relentless follow-up and assessments

The objectives of COMPSTAT are:

  1. Reduce crime
  2. Reduce the fear of crime
  3. Reduce disorder (Broken Window Principle - Wikipedia)
  4. Create an atmosphere of civility
  5. Create a certainty that illegal activity will lead to arrest

The Crime Analysis Unit is instrumental in the first principle of the COMPSTAT model. Our trained and experienced personnel, using the police department’s records management system as well as state and national databases, provide the necessary data for the efficient and effective deployment of vital, yet limited resources.

COMPSTAT meetings are held twice a month, giving personnel the opportunity to address issues and assess the effectiveness of tactics being employed.
