Parking Violations
Parking citations are issued when parking regulations are violated. Penalties are comparable to municipal charges for similar offences. The City of Norfolk has contracted with T2 Systems/Citation Collection Services LLC for processing parking citations issued in Norfolk by the municipal parking enforcement staff and by the Norfolk Police Department.
Parking citations are written to a vehicle found in violation of a city ordinance or state statute, and by law, are the responsibility of the registered owner of the vehicle. It is important, for this reason that the registered owner complies with the directions on the ticket within the time period specified thereon. Failure to do so can result in late penalties, a DMV registration stop, a state tax refund intercept, having your car towed and impounded and referral of past due citations to a collection agency for collection in Norfolk General District Court.*
*Cash, credit cards and money orders ONLY are accepted for payment of balances related to DMV holds, returned checks and towed vehicles. The exact amount owed for the release of the vehicle and/or a Tow Release Card from the Division of Parking are needed to retrieve a towed vehicle. *DMV registration stop fees collected from 12:00 AM – 11:59 PM each weekday generate removal of DMV Stops by 10:00 AM the next business morning (Monday – Friday, no Saturdays). By contract (not code) with T2 Systems, this removal process is initiated and managed via electronic file submission by this City vendor. Please note that depending on the day payment is submitted there may be a 24-72 hour waiting period to remove the stop.

- 31 days = Original citation + $50
- 91 days = (Original citation + $50 ) + $20
- 115 days = DMV Hold + (Original citation + $50 + $20) +$20
- NSF Fees = $35
- Tax Intercept Fees = $25 per year
