Central Hampton Boulevard Area Plan

The Central Hampton Boulevard Area Plan is scheduled for Public Hearing with the City Planning Commission on Thursday, November 19, 2009 at 2:30 p.m. in City Council Chambers.  The public can view the draft plan at all Norfolk Public Libraries or at the link below.

City of Norfolk, together with residents, property owners, businesses, churches and other interested parties, is in the process of creating a plan for the Central Hampton Boulevard Area.  This effort is being facilitated by a team of consultants, led by Goody Clancy, together with Zimmerman/Volk, ZHA, and Clark Nexsen.  The study includes strategies to revitalize and protect diverse neighborhoods, to enhance and compliment existing strengths within and surrounding the area, and to develop a partnership approach between the City, the residents, the property owners, the businesses and the University.

Study Area  

The Central Hampton Boulevard Area is defined as follows:

Colley Avenue on the east, Colley Bay on the north, Bowdens Ferry Road and Hampton Boulevard on the west, and the railroad tracks on the south.

Study Process

The study approach is divided into three phases:

  1. Setting the Vision
  2. Defining the Framework and Strategies
  3. Implementation and Action Plan

Setting the Vision (complete)
The Central Hampton Boulevard Area Study effort began in January of 2006 with the Setting the Vision Phase--looking at existing conditions in the study area, surveying current residents, and assessing market conditions.  Numerous public input sessions were held including stakeholder interviews and a community meeting.

 

 

 

 

Defining the Framework and Strategies (complete)
The Defining the Framework and Strategies Phase kicked off in the Spring of 2006--creating a set of guiding principles that capture the community input and are translated into a graphic representation.  Additional input sessions were held during this phase including a charrette and a follow up community meeting, as well as meetings with stakeholders.

 

 

 

Implementation and Action Plan (complete)
The Draft Implementation and Action Plan has been drafted and is in the review process.  The Plan is a written document that outlines the steps necessary to realize the Vision.  The Draft Plan Phase will include public input sessions on the plan.  Work is complete for the Virginia Department of Transportation review (VDOT 527 Review).  The Draft Plan is available for review below:

Final Plan (underway)
The final plan will have a formal review and adoption process.
