"Don't plan for us, plan with us."

This statement, made at a recent community meeting, sums up the community planning process.  The City of Norfolk, together with the residents, property owners, businesses and Old Dominion University, is in the process of creating a comprehensive plan for the Central Hampton Boulevard Area.  This effort is being facilitated by a team of consultants, led by Goody Clancy, together with Zimmerman/Volk, ZHA and Clark Nexsen.

The study will include strategies to revitalize and protect diverse neighborhoods, to enhance and compliment existing strengths within and surrounding the area, and to develop a partnership approach between the City, the residents, the property owners, the businesses and the University.

The study approach is divided into three phases:

  1. Setting the Vision
  2. Defining the Framework and Strategies
  3. Implementation and Action Plans
The City will work with state and local agencies, interested stakeholders, and the general public through a series of open house workshops, to develop a shared vision for the corridor.

Central Hampton Boulevard is defined as follows:  Colley Bay on the north, Colley Avenue on the east, the railroad tracks on the south, and Bowdens Ferry Road and Hampton Boulevard on the west.

The Plan will take approximately 6 to 8 months to complete.  There will be opportunities in the plan development process for citizens to provide comments and share opinions. Please check the website often for meeting notifications and updates to the schedule.
