The Department of City Planning ensures the highest quality of life for present and future generations by providing excellent planning and enforcement services emphasizing the development of safe, healthy and fun communities where people choose to live, work and play.

The department is responsible for all aspects of development, divided into five primary functions:
  • Building Safety.  Inspects construction work in residential and commercial buildings to protect the health and safety of Norfolk's residents.
  • Development Services Center.  Reviews building plans, issues permits, and provides assistance to service customer's development needs.
  • Environmental Services.  Implements the Chesapeake Bay Preservation Act and coordinates beach management (shoreline restoration, dune restoration, control of invasive exotic plants), wetlands and erosion and sediment control.
  • Land Use Services (Zoning).  Administers and enforces land use regulations, including rezonings, special exceptions, development certificates, design review, site plan review, street closures, variances, and flood zone determinations.
  • Long Range Planning and Transportation. Coordinates policies that guide future development, through development and implementation of approved plans.  Guides transportation planning efforts.
