City of Norfolk, together with the Norfolk Redevelopment and Housing Authority, residents, property owners, businesses, churches and other interested parties, is in the process of creating a comprehensive plan for the Saint Paul’s Quadrant area.  Given the location of this area, there is an opportunity to both build on current momentum and successes and create an exciting new development, as well as address the needs and opportunities of current residents.  This effort is being facilitated by a team of consultants, led by Goody Clancy, together with Zimmerman/Volk, ZHA, Clark Nexsen and Abt Associates. 

The study approach is divided into four phases:

  1. Analysis
  2. Vision
  3. Draft Strategic Plan
  4. Final Strategic Plan and Implementation Plan

We will work with residents, businesses, property owners, churches, schools, other interested stakeholders, and the general public through a series of open house workshops, to develop a shared vision for the area.

Study Area  

Saint Paul's Quadrant is defined as follows: Saint Paul's Boulevard on the west, Brambleton Avenue on the north, Tidewater Drive on the east, and City Hall Avenue on the south.

There will be opportunities in the plan development process for citizens to provide comments and share opinions. Please check the website often for meeting notifications and updates to the schedule.
