City of Norfolk, together with the Norfolk Redevelopment and Housing Authority,
residents, property owners, businesses, churches and other
interested parties, is in the process of creating a
plan for the Saint Paul’s Area. Given the location
of this area, there is an opportunity to both build on current
momentum and successes and create an exciting new development, as well as
address the needs and opportunities of current residents. This effort is being facilitated by a
team of consultants, led by Goody Clancy, together with
Zimmerman/Volk, ZHA, Clark Nexsen and Abt Associates.
The Saint Paul's Area is defined as follows: Saint Paul's Boulevard on the west, Brambleton Avenue on the north, Tidewater Drive on the east, and
City Hall Avenue on the south.


Analysis Phase (complete)
The Saint Paul's Area Study effort began in the Summer of 2005
with the Analysis Phase--looking at existing conditions in the study
area, surveying current residents, and assessing market
conditions. Numerous public input sessions were held including
stakeholder interviews, Tidewater Gardens Tenant Management Council
meetings, a Tidewater Gardens residents meeting and a community
meeting. Work products from this phase include:

Vision Phase (complete)
The Vision Phase kicked off in the Summer of 2007 and is still
underway--creating a set of
guiding principles that capture the community input and are
translated into a graphic representation. Additional input
sessions were held during this phase including a two-day charrette,
as well as meetings with stakeholders. Additional meetings
with Tidewater Gardens residents and the broader community are
still needed to finalize the Guiding Principles and Vision.
Work products from this phase include:
Draft Plan Phase (underway)
The Draft Plan Phase began in the Summer of 2009 with the
formation of the Advisory
Committee. This phase
includes drafting a written document that outlines the steps
necessary to realize the Vision. The Draft Plan Phase
will include public input sessions on the plan and a mandatory review by the Virginia Department of
Transportation (VDOT 527 Review).
Final Plan The final plan will have a formal review and
adoption process.
