The City of Norfolk, in conjunction with the State Alcoholic Beverage Control ("ABC") Board conducts an administrative review of all ABC license applications for "on and off premises" consumption of alcohol. This review applies to all new locations as well as any existing locations that change corporate ownership, change ABC managers, or upgrade the type of license they currently hold.

Requirements:

• Alcoholic Beverage Control License application filed with local ABC office

Procedure:

• The Alcoholic Beverage Control Board forwards completed application to the Chief of Police and the City Attorney. A copy is also forwarded to Zoning Services.
• Zoning Services staff coordinates a review of the application by various City departments (review includes on site inspections, a background check of the applicant, a check on the history of the location and its proximity to residential districts and notification of the civic league in the surrounding area).
• City Manager forwards recommendation to the Alcoholic Beverage Control Board, based on staff reports.
• ABC Board may hold a public hearing if opposed by any citizen and can grant or deny the license.

Other:
An approved license from the Alcoholic Beverage Control Commission does not exempt any establishment from obtaining Special Exception if required.
