All bulk refuse containers or "dumpsters" are required to have a Bulk Refuse Container Permit from the Norfolk Department of Public Health’s Bureau of Environmental Health Services.

Requirements:
New Construction:

• Bulk refuse container requirements are addressed during the Site Plan Review process.
• An approved application must be returned before an Occupancy Permit can be issued by Property Maintenance.
• Pre-placement field inspection.
• Bulk Refuse Container Permit issuance.

Existing Business:

• Notify the Bureau of Environmental Health Services prior to container placement.
• Submit completed application including a site plan with container placement.
• Pre-placement field inspection.
• Bulk Refuse Container permit issuance.

Time Frame:
The Bureau of Environmental Health Services must be notified prior to container placement.
