Hotels and Motels, including Bed and Breakfasts, are
classified as Tourist Establishments and as such are governed by the Virginia
Tourist Establishment Regulations and are subject to inspection by the Norfolk
Department of Public Health.

Requirements:
- Plans for all food establishments associated with hotels or motels
(including floor plan, equipment schedule and interior finishes) must be
submitted to the Department of Public Health and the Department of Planning
and Community Development prior to construction.
- Documentation (a transmittal letter or inspection report) of the Norfolk
Department of Public Health approval is necessary prior to obtaining a
business license from the Commissioner of Revenue.
- Public Health Official inspects establishment prior to opening.
- Certified Manager may or may not be required.
- Food service employee cards required for all employees prior to opening.
Procedure:
- If plans are approved and inspection is satisfactory by the Department of
Public Health and the Department of Planning and Community Development, an operating permit
is issued.
Time Frame:
Plan review should take no more than five working days to
complete.
