Community Oriented Policing
As one of the key players in Norfolk’s community oriented government, the Norfolk Police Department
embraces community policing as a means for collectively learning about community concerns and developing and implementing
strategies to address law enforcement issues. Through this collaborative effort, partnerships that enhance quality of life
and assist in the reduction of crime are established. The various needs of our diverse communities are more easily
identified through community policing. As a result, police resources and other city services are strategically allocated
to address the specific needs of each community.
Norfolk officers are trained and expected to treat citizens with respect, and to conduct themselves in a
manner that commands respect. We recognize that citizens appreciate officers who:
- Possess the knowledge, skills, and desire to solve problems within the community
- Know community members and are known in the community
- Take action based upon community needs and proactive policing
- Treat citizens fairly and equitably
- Follow-up on requests for assistance and ensure that citizen problems have been resolved
As a part of our community policing efforts, police officers team up with Norfolk business communities, neighborhoods,
private citizens and organizations. Over the years, we have developed a rapport with citizens whereby they frequently call on us to share
intelligence. Through programs such as our Citizens' Academy from which the Citizens' Police Academy Alumni Association (CPAAAN) has formed,
the levels of bonding and trust between our citizens and officers have strengthened, facilitating a greater understanding of police culture
and operations.
We also have an active and visible Chaplaincy Corps, members of the clergy who provide pastoral support and counseling to
officers and their family, particularly during crises. These chaplains, now a part of our police family, also interact with us and other
members of the community during times of celebration such as our promotional and graduation ceremonies.
To ensure the success of departmental community policing initiatives, officers focus on communities and engage the support
and participation of community members who are committed to public safety. Our citizens more readily embrace community policing efforts when the
department provides a consistent police presence, thereby creating an environment conducive to safety and a high quality of life. Citizens
appreciate officer visibility as well as our various means, i.e., patrol cars, bikes, boats, Segways, and walking beat officers, of rapidly
responding to calls for service.
Whether in downtown waterfront areas, beach front neighborhoods or in more densely populated urban districts, officers
strive for accountability and regular interaction with those we serve. The Norfolk Police Department knows this approach builds mutual
trust, which is fundamental to community policing success.
