Office of Fiscal Management

The Office of Fiscal Management (OFM) is responsible for the coordination and management of all fiscal matters to include budget, payroll, grants, accounts payable and accounts receivable. In addition, OFM supports the department through the use of technological tools such as the City of Norfolk’s financial system, Advantage Financial (AFIN), and the human resource management system, PeopleSoft.

The Office of Fiscal Management is headed by a Fiscal Manager II and includes a staff of two Management Analyst IIs, one Accountant I, one Accounting Technician, and one Administrative Secretary.

Specific areas of responsibility include:

  • Grant preparation and management, and expenditure monitoring;
  • Budget preparation;
  • Managing the police department’s operating, revenue, and special revenue budgets;
  • Monitoring the department’s budget expenditures;
  • Coordinating annual fixed asset inventory;
  • Analyzing and rectifying payroll issues; and
  • Coordinating and supporting divisional personnel in payroll procedures and payroll input.

The OFM manages one of the largest budgets in the City of Norfolk. Staff aggressively pursue funding from the Bureau of Justice Assistance, (BJA), Office of Community Oriented Policing Services (COPS), Department of Criminal Justice Services (DCJS) and Virginia Department of Emergency Management (VDEM).
