Strategic Management Division

The Strategic Management Division (SMD) formulates, evaluates, and monitors the policies, procedures, and technology that support the department in achieving its vision and mission. SMD personnel are responsible for managing the department’s directives system consisting of general orders, memoranda and special orders -- policies that govern employees in the performance of their duties. Personnel research, compose, and distribute this information within the department and coordinate approvals of content from the Chief of Police, City Attorney and City Manager.

Managing the directives system involves placing electronic copies of issued general orders, special orders, memoranda and approved forms on the departmental network storage drive. Official copies are scanned into the City of Norfolk’s official electronic records database (LaserFische).

SMD personnel develop plans of action and research topics and potential programs of interest. Publications including the employee newsletter and the department’s annual report originate in this division. Other communications projects such as the updating of this website are also coordinated by SMD personnel.

Technology Support Unit

The Technology Support Unit (TSU), a component of the Strategic Management Division, is tasked with identifying, evaluating, and implementing technologies that will support the department’s administration and improve community policing efforts. Researching new technologies to identify and adapt appropriate software which can facilitate better service and protection is a priority. Likewise, ensuring the security of computer, technology and network systems is a major responsibility.

TSU personnel are committed to having all employees trained in systems usage to maximize the efficiencies offered by new technology. Accordingly, TSU trains or coordinates training for hundreds of officers and civilian staff in records management, criminal information system certifications, word processing and basic computer skills each year.
