Provides crisis prevention and intervention services to Norfolk children and families
such as Child Protective Services, Adult Protective Services, Foster Care, Adoption,
and Domestic Violence. The Homeless Action & Response Team (HART), Norfolk Prisoner
Reentry Program and Juvenile Detention Center also are under the auspices of Norfolk
