Provides Nursing and Clinical programs and services to
improve the medical health care and support services for
Norfolk area residents.
Nurses function as an integral
part of all health department programs as they work in
conjunction with a multidisciplinary team to prevent disease,
cure illnesses and promote good health. |

School Nursing Services
Nurses provide and conduct multiple screenings
on children throughout the school year to detect handicapping
or potentially handicapping conditions. Counseling, referrals
and follow-up are provided for pupils, parents and school
personnel when indicated to improve the health and educational
process. Some of the skilled services include:
- catheterization
- tracheotomy care
- suctioning
- administering medications
- postural referrals and corrections
Individual nursing care plans are developed
for children with chronic diseases and the fragile child.
Nurses conduct formal and informal health classes and participate
in any special projects conducted In the schools. Nurses serve
on interdisciplinary placement committees. Population based
services such as immunizations, communicable disease prevention
and injury prevention are emphasized.

Field Nursing
Nurses make home visits in the field to teach and provide:
- health care
- admit and/or follow-up high risk, pre and
- postnatal patients, high risk infants,
- preschool and school age children,
- chronically ill
- other patients
- teaching and counseling,
- referral, treatment, nursing home
- personal care screenings
Case management is provided for high risk
individuals or families. Complaints from official agencies,
family members and individuals are investigated and/or follow-up
referrals are made. Frequently, nurses are subpoenaed to testify
in court. They serve in advisory or consultative capacity
to community agencies, organizations, city and/or state committees.
Health education classes and screenings are provided for various
groups throughout the city.

The Maternal and Infant Care Coordinators
are registered nurses working with the physicians plan
of care. Maternal and infant care coordination services provided
to clients:
- Nursing case management
- Parenting support groups
- Home visiting/follow-up
- Education
- Counseling
- Assist with payment for health care
- WIC services
- Transportation for health care
- Child care
- Referrals to other programs

Maternal and Child Health Services include the following programs:
BABY CARE PROGRAM
Provides primary care services to meet the needs of pregnant
women and infants. The object is to ensure a healthy pregnancy
and infant outcome through care coordination. RN Case managers
make home visits to assist in meeting medical, cultural and
socioeconomic needs toward goal of self-sufficiency. For more

COMPREHENSIVE HEALTH INVESTMENT PROJECT
(CHIP) OF NORFOLK
CHIP of Norfolk helps assure access to medical and dental
care and related services for children, such as housing, daycare,
support services, and job training for parents provided in
cooperation with the Planning Council of Hampton Roads and

CHILD SAFETY SEAT PROGRAM
The Child Safety Seat Program provides free car seats and
classes to low-income Virginia residents, pregnant women,
parents, foster parents and legal guardians. The program's
mission is to reduce preventable motor vehicle injuries and
fatalities to infants and children through increased education
and distribution of car seats. For more information, call
