The underpass at Tidewater Drive and St. Julian Avenue is the fourth underpass to be rehabilitated in the city. Work under this project consists of pavement rehabilitation,
concrete overlay, asphalt overlay concrete pavement, median
replacement, new lighting systems, and painting of concrete
surfaces. When completed, the underpass will be similar in appearance to the Virginia Beach Boulevard, Monticello Avenue and Brambleton Avenue underpasses.
