VPDES Permit

As it rains, the water flows along the streets and is discharged to our local waterways through a network of pipes and outfalls called a municipal separate storm sewer system (MS4).    Our MS4 is regulated by the State.  We have a VPDES permit that authorizes our stormwater discharges.

The Virginia Department of Conservation and Recreation (DCR) Soil and Water Conservation Board administers the permit program.  The Virginia Stormwater Management Program Permit Regulations include the requirements of the federal Clean Water Act.   Our Division ensures that we remain in compliance with these regulations and our permit on a daily basis. 

Our Division implements a series of programs to reduce the amount of pollutants (including trash, excess fertilizer, pet waste, etc.) entering the MS4 to the maximum extent practicable.  It is our mission to protect the quality of our waterways, including the Lafayette and Elizabeth Rivers, the Chesapeake Bay, and the Atlantic Ocean.
