Our mission is to provide the citizens of the City of Norfolk with a quality, integrated waste management collection system and maintain a clean city.

The Waste Management Division collects about 120,000 tons of refuse, bulk waste, and yard waste annually from 75,000 residences and businesses. The division also provides refuse collection for such special events as Harborfest, Earth Day, Clean the Bay Day, civic league and community organization cleanups.

It is the responsibility of the division to make sure that all containerized garbage and trash properly set out is picked up on the appropriate day.

In the division's efforts to protect the environment, numerous recycling programs have been implemented. In collaboration with the Southeastern Public Service Authority (SPSA) and the Environmental Commission, the division also provides weekly curbside recycling services to over 57,000 residences and offers convenient drop off recycling centers for those without curbside services. Recycling is an effective way to reduce the volume of trash going to landfills and conserve natural resources. Everyone is encouraged to do his or her part to help keep Norfolk clean.

Customer Service

The City's Division of Waste Management provides once weekly curbside collection. If there is any confusion about which day is your collection day, please call us immediately at 441-5813. Our administrative offices are open Monday through Friday from 7:00 a.m. until 5:00 p.m., and limited hours on holidays having collection.

Norfolk's refuse collection is rarely delayed by adverse weather conditions. However, we may have to delay or suspend collection in the event of dangerous road conditions or adverse weather. In cases like these, it is not necessary for you to call us. Refuse collectors will be on the job as soon as possible and we will catch up on our schedule as quickly as we can. A revised collection schedule will be announced when calling 441-5813.

All garbage and trash must be placed inside the container in such a manner that the lid will close completely. Should you regularly generate more refuse than a single 90-gallon container will hold, the City will provide an additional container for an additional fee. You may request an additional container by clicking here.

If you are unable to handle a 90-gallon container due to age or physical limitations, please call us at 441-5813 and we will schedule a visit by one of our inspectors. In these cases, we will either provide a smaller container or place you on our exempt list.
 
RATES:  Effective July 1, 2007, the daily rate for disposal is $.55 per container for residential service.  This rate is applied throughout the City of Norfolk, with the exception of the Central Business District (CBD).  The daily rate for disposal in the Central Business District (CBD) is $3.01 per container.  Your refuse disposal fee is included in your monthly public service bill.  For information or questions regarding the refuse disposal part of your bill, please call us at 441-5813.

Rules and Regulations

The City Code prohibits the collection of refuse on private property. All refuse must be placed at the curb for the City to collect.

All garbage and trash must be placed inside the container in such a manner so the lid may close completely. Items that will not fit in the container must be scheduled for special collection by calling Waste Management at 441-5813 or email us at bulkwst@city.norfolk.va.us at least one day in advance, prior to 3:00 p.m., or you can request a special collection by clicking here.

For multi-family dwellings, all containers must be labeled with the street address and apartment (unit) number.

Empty containers should be removed as soon as possible, but no later than 11:30 p.m. on the day of collection.

The City does not collect contractor-produced waste from construction, demolition, land clearing, repair operations, and tree pruning. It is the responsibility of the contractor to dispose of the waste.

Waste from land-clearing operations such as rocks, dirt, sand, bricks, and concrete are unacceptable for removal by the City. Debris such as shingles, asbestos, and drywall from remodeling are also unacceptable and are the responsibility of the resident to have hauled away.

If a resident cuts down a tree, the City will remove no more than 20 bundles, 20 clear plastic bags, or 3 cubic yards of yard waste each collection day. Small branches should be cut, bundled, and tied in lengths not longer than 4 feet and 18 inches in diameter or weigh more than 75 pounds.

Dangerous items such as glass or sharp objects, which may pose a hazard to solid waste personnel, will not be collected unless packaged properly. These items may also cause a hazard to our residents if glass is broken by our boom truck during the pickup. Please place the items inside the 90-gallon container or in a box outside the container. All glass must be removed from doors or windows that are scheduled for collection.

 

Refuse Collection

The City's Division of Waste Management provides once weekly curbside collection. If there is any confusion about which day is your collection day, please call us immediately at 441-5813.

In order to allow our collection personnel to get your container, please place it in a central location at the curb or street line no earlier than 5:00 p.m. on the day before collection and no later than 7:00 a.m. on the day of collection.

To make collection by automated collection vehicles easier, place the container at least 6 feet away from vehicles, trees, poles, fences, mail boxes, fire hydrants, and other obstructions. Do not place the container under low hanging trees, branches, power lines, or other types of cover. Place the container so that the short bar on the front of the container faces toward the street.

Waste Management will collect trash on holidays except Christmas.

Waste should be bagged or packaged before being placed into your container.

On non-collection days, containers should be stored at least five feet behind the building line, or otherwise screened from view.

The refuse container that you have been provided is the property of the City of Norfolk. If you move, you cannot take the container with you.

Violations of the rules and regulations may result in a violation notice and potentially fines being issued. Continued violations may result in fines up to $100.

Special Pickups by Request

Special collection refers to the removal of large bulky items such as appliances, mattresses, furniture, and other items that will not fit in the container. To ensure collection of appliances, make sure the items do not contain trash or debris.

These items are collected on your regular collection day with your other household waste.

Call 441-5813 between the hours of 7:00 a.m. and 5:00 p.m., Monday through Friday, to schedule a special collection or use www.norfolk.gov/publicworks/bulkywaste.asp to schedule your request online.

Call or email your request before 3:00 p.m. on the day before the regular collection day to schedule a pickup. Calls and emails received after 3:00 p.m. will be scheduled for the following week.

Free Refuse Disposal

Free disposal of household trash, yard waste and bulk waste, and non-refrigerant white goods; i.e. washers, dryers, dishwashers, etc. is available for Norfolk residents only at the SPSA Transfer Station. The hours are Saturday, 8 - 4 p.m., and Sunday, noon to 4 p.m. at  3136 Woodland Avenue (behind the SPCA on Ballentine Blvd). Residents must use a 'private' vehicle, 1/2 ton or less, have a valid Virginia driver's license and a current month's Hampton Roads Utility Bill.

Utility trailers less than 8 feet will be allowed if towed by a vehicle meeting the above description.  No commercial vehicles will be allowed to dump for free.

There is no limit on the amount of debris that can be brought to the transfer station by Norfolk residents. No white goods containing refrigerant, i.e. refrigerators, freezers, and air conditioners, will be accepted without proper certification.

Residents may take household hazardous waste items to the Norfolk Transfer Station located at 3136 Woodland Avenue.  Household hazardous waste items are accepted at this location the first Saturday and fourth Wednesday of each month between the hours of 9:00 AM and 12:00 PM.  For more information please visit http://www.spsa.com/facilities/fac-hazwaste.asp.

 


Yard Waste Recycling

Yard waste is collected on the same day as your regular garbage collection. Please place it in a central location at the curb or street line no earlier than 5:00 p.m. on the day before collection and no later than 7:00 a.m. on the day of collection.

Yard waste must be placed in clear plastic bags or a 30-gallon container. Yard waste placed in blue, black, green, or brown bags will receive a warning notice or fine, and may not be collected.

Limbs and branches must be tied in bundles no longer than 4 feet long and no larger than 18 inches in diameter.

No more than 20 clear bags, 20 bundles or 3 cubic yards of yard waste per household is permitted in one collection. Three cubic yard amounts must be scheduled.

Lawn services and contractors are responsible for removing the yard waste that they generate.

Business Collection

Businesses located outside the CBD receive one weekly collection.
 
Central Business District (CBD) Collection
Collection time is from 7:00 AM to 10:00 AM Set-out period is from 2:00 AM to 12:00 noon
 
Garbage and trash is collected seven days-a-week  for businesses paying the CBD rate.
 
Customers must keep containers clean and ensure they are properly labeled with street address and unit number.
 
All garbage and trash must be placed inside the container in such a manner that the lid will close completely.
 
Garbage containers will be collected from alleys or other designated locations.  It is not necessary to roll containers to the street unless this is the only option.
 
CBD customers will require city authorization to store trash containers in alleys or other city property.
 
Restaurant linens must be properly stored.
 
No household hazardous waste or grease containers will be collected by city forces.
 
Cardboard should be flattened and tied.
 
Items that will not fit in the container must be scheduled for special collection by calling Waste Management at 441-58143 or email us at bulkwst@city.norfolk.va.us at least one day in advance prior to 3:00 p.m.

 


Renters
Rules and Regulations

Collection Days and Times

Collection begins at 7:00 a.m. and operates Tuesday through Friday. If there is any confusion about which day is your collection day, please call us immediately at 441-5813.

Place the refuse container in a central location at the curb or street line no earlier than 5:00 p.m. on the day before collection and no later than 7:00 a.m. on the day of collection.

Place the container so that the short bar on the front of the container faces toward the street. 
Special Collections
Special collection refers to the removal of large bulky items such as appliances, mattresses, furniture and other items that will not fit in the container. To ensure collection of appliances, make sure the items do not contain trash or debris.

Household Hazardous Waste  
Paint products, pesticides, automotive products, household cleaners, solvents an other chemicals should not be placed in the container.

Call the Household Hazardous Waste Collection Facility at 623-6610 for information on how to dispose of these products.

Recycling

Curbside Recycling 

Collection occurs every other week on the same day as City refuse collection. For questions about carts or scheduling, contact the Southeastern Public Service Authority (SPSA) at 548-2256, or access the website: www.spsa.com

 The following materials are accepted:

- Metals:     aluminum cans, pie plates, foil, and steel food cans

- Glass:       clear, brown, and green glass bottles and jars

- Plastics:   #1 & #2 bottles and jugs

- Paper:      newspaper, telephone books, advertising inserts, unwanted mail, magazines, catalogs,  

                    mixed office paper, and flattened corrugated cardboard boxes

Drop-off Recycling Centers  

If you do not have curbside service, please bring your recyclable materials to a nearby drop-off facility. The City of Norfolk hosts two locations:

1. 300 17th Street at Armistead Avenue - Beside Hampton Roads Transit (HRT) off Monticello Avenue

2. Security Lane - off N. Military Highway, next to Norfolk Technical Vocational School

All locations are accessible 7 days a week, 24 hours per day. All sites accept the following materials: 
- aluminum cans 
- clear, green, and brown glass bottles and jars 
- corrugated cardboard
- mixed office paper (only at the Armistead Site)
- newspaper, telephone books
- plastic soda and water bottles 
- plastic milk, water and detergent jugs.

Dead Animal Collection by Request

The City will only dispose of dead animals that are located on the street or on the curb line. Please call Waste Management at 441-5813 to report any necessary collections.
