Norfolk's Dog Parks

The Department of Recreation, Parks and Open Space has established dog parks in various city parks and open spaces. These parks provide an area where dog owners can allow their dogs to run leash free, subject to certain park rules.

Criteria For Establishing Dog Parks

Dog Park Rules

  • Owners are legally responsible for any bodily injury and property damage caused by their dog.

  • Owners must clean up and dispose of waste left by their dog and provide the equipment for these tasks.

  • Dog owners must remain with their dog and must keep it in sight at all times.

  • Dogs must wear valid rabies vaccination and city license tags.

  • No dogs in heat are allowed.

  • Puppies must be older than four months.

  • Dogs must be leashed while entering and leaving the dog park area.

  • Dogs showing aggression towards people or other dogs must be immediately leashed and removed.

  • A maximum of three dogs per owner is allowed at any one time.



    Criteria For Establishing Dog Parks

    · Sufficient land to provide an area adequately confined to avoid traffic

    · Proximity to residential areas to be convenient for pet owners

    · Avoidance of highly populated or other high use areas such as school property, jogging, walking tracks or trails, playgrounds or recreational amenities

    · Neighborhood acceptance to include a majority vote of approval at a pre-determined civic league meeting.  (Notice of the meeting date must be published in your monthly publication, newsletter, etc. and provided to all residents a minimum of 90 days prior to the vote to give all interested parties fair notice to attend.  In addition, a Recreation Parks and Open Space staff member must be in attendance during the voting process for verification)

    · Geographic equity

    · Appropriate parking must be available and should not create issues within the neighborhood for resident parking

    A thorough site visit will be conducted to access the viability of the area identified for the dog park.  At the completion of this review additional requirements may be necessary.
