Parking PermitsThe City of Norfolk is authorized to designate certain streets and other areas, both residential and commercial, within the city as restricted parking areas that require valid parking permits. Parking permits are issued on an annual basis for one calendar year beginning June 1 and expiring on May 31 of the following year. Residential Parking PemitsParking permits for residential areas are issued at a cost of $10 per vehicle. The purchaser of the permit will receive one visitor's pass per household at no charge. If additional passes are needed, 30-day passes can be purchased at a cost of $2. To obtain a permit, proof of residency, such as a lease, settlement statement, or utility bill along with a vehicle registration is required. If a vehicle with a parking permit is replaced with a new one, a permit will be issued for the new vehicle upon the return of the previous vehicle's permit. No charge is levied for the replacement permit. If the old permit is not provided, a replacement charge of $1 will be levied. Residential parking permits expire on May 31st of each year. Commercial Parking PermitsCommercial permits are issued at a cost of $10 per permit. A business is eligible for one (1) parking permit per every 350 square feet of office or shop floor space at the location. For example, if a business were three thousand five hundred (3,500) square feet, the business would be eligible for five (5) decals. Any number of permits up to and including the allocated number of permits may be purchased. The number of decals issued to a business cannot exceed the number of personnel working at a particular location. To obtain a permit, proof of square footage and commercial occupancy in a permit zone is required.
