Motor Vehicles

The City of Norfolk levies a personal property tax on vehicles including automobiles, trucks, motorcycles, SUVs, RVs, and utility trailers.

The Personal Property Tax Relief Act of 1998 provides tax relief for many personal use motor vehicles.

How to Register Your Vehicle with the City of Norfolk

  1. Register your vehicle with the Virginia Division of Motor Vehicles (DMV)

  2. Register your vehicle with the City of Norfolk

    You will need to bring the following documents with you:

    • Vehicle Registration
    • Proof of Residency - bring your lease or mortgage papers (the address must correspond with your identification)
    • LES (Active Duty Military residents only)

    Your vehicle can be registered at the City of Norfolk Commissioner of the Revenue’s office. Hours of operation are from 8:30 a.m. to 5:00 p.m. Monday through Friday.

How to Pay Your City of Norfolk Vehicle Tax Bill

There are currently three methods to pay your tax bill, due June 5th of each calendar year:

In Person

Payment by cash, check, money order, credit card, or certified funds are accepted. You may pay in person at the Treasurer's Office, First Floor, City Hall Building, 810 Union Street. Our office hours are 8:30 am to 4:45 pm, Monday through Friday.

Over the Phone

Payment by phone are taken by calling (888) 255-0167. A credit card is required and a convenience fee will apply.

Over the Internet

Payments by MasterCard, VISA, American Express and Discover are accepted in the Treasurer’s Office during normal business hours. You may now also pay real estate and personal property taxes using your credit cards online at Official Payments. A convenience fee will apply or over the phone by calling 888-255-0167 a convenience fee will apply to phone transactions as well. Credit cards will not be accepted for payment of state income tax or returned checks.
