Online and Telephone Payments
The City Treasurer, Thomas W. Moss, Jr., is committed to the secure acceptance of electronic payments
for the City of Norfolk. For your convenience, payments may now be made over the Internet and by phone using your credit card. All major credit
cards are accepted. All credit card transactions are processed through Official Payments Corporation, therefore a convenience
fee will be incurred. Currently personal property and real estate taxes may be paid over the internet.
Official Payments- frequently asked questions
What number do I call to pay by phone?
Answer: Please call 888-255-0167 if you wish to pay by phone. First you will be asked which account
type you are trying to pay personal property tax or real estate tax. Then you will be prompted for your
personal property or real estate account number, which you must have in order to complete your
transaction. After you select your payment type (credit card or electronic check) you will be given that
account numbers amount due. Please note you may have more than one account number. A separate transaction
must be done for each account number. Before you finalize your transaction you will be given a total
amount that will include the convenience fee.
Why is there a fee charged to use this service?
Answer: The convenience fee charged by Official Payments Corporation is to cover their cost of processing the payment transaction. The
City of Norfolk does not receive any portion of this fee. If you have additional questions about the fee, please
contact Official Payments Corporation directly by clicking the “Help” tab on their
website at www.officialpayments.com.
My real estate/personal property tax is past due-can I still use this service?
Answer: Yes, you may make payments for past due personal property or real estate taxes; however you must pay the entire
delinquent amount due when using Official Payments Corporation. Please remember it may take several days to be applied
to your account.
I made a payment using the online service today and my credit card was charged today. Why hasn’t my account been credited yet?
Answer: Please allow at least three (3) business days for payments to be reflected on your account. Payments
made through this system on or before the due date will be considered on time and no penalty or interest
will be charged unless payment is rejected.
I have a DMV stop if I pay online how long will it take for my stop to be removed?
Answer: Please allow at least three (3) business days for payments to be reflected on your account. If after
that time you are experiencing difficulty at DMV please contact our Annex office at 757-664-7838. Do not
use this service if you plan on going to DMV or a DMV select the same day as you make your online payment. Before
any stops will be removed ALL delinquent personal property taxes and license fees on vehicles owned or co-owned
by you must be paid in full.
What if I do not want to use Official Payments Corporation- can I still pay using my credit card?
Answer: Yes. You can use you credit card in person at the Treasurer’s main office in City Hall. There
is no convenience fee charged when you use your credit card in person at our office. Official Payments
Corporation is the only way you can pay online using your credit card.
My parking ticket is past due-can I still use this service?
