    Requests for Proposals (RFPs) and Bids

A list of current RFPs and bids, issued by Utilities and Purchasing for engineering services and projects, is available from several sources.  Project titles, closing dates, and brief descriptions are available online.  CLICK HERE for a list.  

Formal announcements and invitations to bid are also:

  • Published in the Sunday edition of the Norfolk Virginian-Pilot;
  • Broadcast on the City of Norfolk's cable access channel, WCTY, Cox Channel 42;
  • Posted in the Utilities' Engineering Bureau's office, Granby Municipal Bldg, 400 Granby Street, Norfolk, Suite 200;

     General Requirements for Bidding

The Department of Utilities will receive bids at the Office of the Director of Utilities, 400 Granby Street, Norfolk, Virginia until 3:00 PM local time on the due date specified. Bids received after this time will not be accepted. Bids will be opened publicly and read aloud immediately after the specified closing time. All interested parties are invited to attend.

Copies of the project documents may be obtained in accordance with the Instructions to Bidders. A plan deposit may be required for the project.

The State Registration number must appear on the envelope containing the bid whenever the bid amounts to $1,500.00 or more.

All bids will be evaluated in accordance with the City of Norfolk Procurement Procedures and the City reserves the right to waive irregularities and/or reject bids if deemed to be in the City's best interest.

Withdrawal of bids shall be in accordance with Section 33.1-42 of the Norfolk City Code.
