Water Resources is a part of the City of Norfolk, Department of Utilities. We are charged with the maintenance and protection of our most valuable natural resource: our water supply.
The City of Norfolk owns eight reservoirs: Lake Whitehurst, Little Creek Reservoir, Lake Lawson, Lake Smith, Lake Wright, Lake Burnt Mills, Western Branch Reservoir and Lake Prince. These bodies of water, along with the Blackwater and Nottoway rivers and Lake Gaston, supply drinking water to more than 820,000 residents of Hampton Roads.
All of our reservoirs are held in watersheds. A watershed is the land area that drains into a body of water. Our watersheds contain residential, commercial, agricultural and educational properties. Everyone lives in a watershed, and it is important to understand how our actions can effect the very water we drink.
The City of Norfolk owns property around each of the these reservoirs, and there are rules and regulations in place to use this property. See the list on the left for more information.
