Understanding Your HRUBS Bill


Water and Sewer Rate Information

Effective July 1, 2011

The following charges from the Department of Utilities appear on your HRUBS bill.

Water Fee

The water fee is based on water consumption. The charge covers the cost of water treatment and maintaining operational facilities and water infrastructure. Norfolk residential and business water customers pay the following rate:

  • $4.01 per hundred cubic feet (CCF)
  • 1 CCF = 748 gallons

Wastewater Collection Fee

The wastewater collection fee is based on water consumption. This fee covers the cost of maintaining the sewer lines that transport your wastewater (sewage) from your home to the Hampton Roads Sanitation District (HRSD) for treatment. (The wastewater collection fee is not part of the wastewater treatment fee charged by HRSD.) Norfolk wastewater customers pay the following rate:

  • $3.26 per hundred cubic feet (CCF)
  • 1 CCF = 748 gallons

Wastewater Treatment Fee

The wastewater treatment fee is charged by the Hampton Roads Sanitation District (HRSD). This fee covers wastewater treatment and maintaining operational facilities and infrastructure. The wastewater treatment fee is charged at the following rate:
  • $3.05 per hundred cubic feet (CCF) (Minimum charge of $0.25 per day)
  • 1 CCF = 748 gallons

Service Charge

The service charge is an administrative charge to fund meter reading and the printing and mailing of the HRUBS bill. This fee is charged to all residential, commercial, industrial and institutional water customers who pay the Norfolk retail water rate. The service fee is charged at the following rate:

  • $1.00 per month
