Water and Sewer Rate Information
Water Charge
This charge covers the cost of maintaining operational
facilities, water line infrastructure, and the processes that provide water to you. Norfolk
residential and business water customers pay the following rate:
Unit Charge Per Hundred Cubic Feet (ccf): $3.61
Nationally, each person in a household uses an
average of between 75 and 100 gallons of water
per day, or between 2250 to 3000 gallons per month. This
corresponds to between 3 and 4 ccf per month (1 ccf = 748
gallons). Please note that this is a national average calculation;
your actual usage may vary.
Sewer
Maintenance Fee
This fee covers the cost of maintaining the
sanitary sewer lines that transport your sewage to
Hampton Roads Sanitation District
(HRSD) for treatment. The sewer maintenance fee is based on
water consumption:

Service
Charge
This is an administrative fee to cover the
costs not otherwise included. This fee, called the
service availability fee, is charged to all residential, commercial,
industrial and institutional water customers who pay the Norfolk
retail rate. It ensures that the costs are shared by everyone
to whom water or sewer service is available.
Monthly: $1.00 per bill
Private Fire
Service
Private fire service is a separate
connection for sprinkler systems and private fire hydrants.

Other Fees
On The Bill
Other fees are assessed on the utility bill for
services provided by other City departments. For further
