Bureau of Cemeteries

The City of Norfolk has offered peaceful cemetery settings to area residents since 1825. Norfolk owns and operates eight cemeteries: Cedar Grove, Elmwood, West Point, Magnolia, Riverside, Hebrew, Calvary, and Forest Lawn.

The Norfolk Bureau of Cemeteries is dedicated to preserving the memories of the people of our community and the rich history of our city. We provide service that is sensitive to the needs of families and are ever mindful of the eternal bond between the City and the families whose loved ones are memorialized within the cemeteries.

Cemetery maintenance is performed reverently and carefully, and ensures the preservation of a valuable part of Norfolk's cultural heritage. The Bureau of Cemeteries works diligently to preserve the natural beauty of our 350+ acres of green space in an urban environment while providing a place for generations of families to commemorate their loved ones.

Our staff provides excellent customer service in a courteous and professional manner. We assist with arranging and conducting more than 1,000 funeral services each year. The Bureau of Cemeteries is also a valuable resource for genealogical information. We have staff dedicated to assist with genealogical research.

Some of our cemeteries offer grave spaces and ash niches for urns containing cremated remains. Others have no grave space left available to purchase but within these garden-style cemeteries, you will discover artfully crafted monuments with a bit of history inscribed. Diverse plant and bird life thrives while mature trees and tended grasses invite a leisurely stroll. And, as always, all of our cemeteries offer endless opportunity for historical, artistic and genealogical pursuits.

Our Vision

Norfolk's historic cemeteries will be seen as the guardians of Norfolk's cultural heritage; they will be destinations for those citizens and visitors desiring to learn of Norfolk; its past, its citizens and its heritage as a great city.

OUR MISSION

The Bureau of Cemeteries shall continually strive for excellence in the provision of cemetery services and maintenance of family history while preserving and enhancing the natural beauty of the cemeteries.

OUR Values

The Bureau of Cemeteries is a diverse organization comprised of compassionate individuals who are dedicated and motivated to provide excellent services. With consideration for the team, leadership will provide resources creating an environment that encourages communication, provides direction and promotes teamwork, innovation, personal and professional growth. Each of us will accept responsibility to provide quality cemetery services in support of the true spirit of our mission.
