Andrew A. Protogyrou
City Council Member

Andy Protogyrou Andy A. Protogyrou was elected to City Council on May 4, 2010 representing Ward 1. He serves as co-chair of the Transportation and Infrastructure Council Committee and is a member of the FInance, Administration, Economic Development Council Committee. He is also on the Mayor’s Ocean View Task Force and the Greater Wards Corner Task Force.

Mr. Protogyrou is an attorney and a member of Protogyrou & Rigney, P.L.C. He received his bachelor’s degree from the Virginia Military Institute and law degree from the University of Richmond. He was commissioned as a Second Lieutenant in the U.S. Army Reserve in 1984 and served as a First Lieutenant in the Virginia Army National Guard (Infantry and Artillery Units) in Richmond and Norfolk from 1989 to 1994.

Mr. Protogyrou served as a substitute Judge in the Norfolk General District and Juvenile Domestic Relations Court from 2006 until 2010. He is a CJA Appellate and Capital Panel Attorney for the U.S. Court of Appeals for the Fourth Circuit.

He is a past chair and president of the International Azalea Festival Board and has served as president of the Lochhaven Civic League. He coached soccer for Norfolk Collegiate School and the Norfolk Youth Soccer League. He has also served as a coach for Norfolk Youth Basketball.

Mr. Protogyrou is married to Kathy and they have two children. He is a member of the Annunciation Greek Orthodox Cathedral.
