Dr.
Theresa W. Whibley was elected to Council in May 2006 representing
Ward 2.
Dr. Whibley is an obstetrician and gynecologist in private practice
at Woman Care Centers, PLC in Norfolk.
She is a graduate of Eastern Virginia Medical School (EVMS), Jones
Institute of Reproductive Medicine, Old Dominion University, and the
College of William and Mary. She is a member of Tidewater Community
College’s College and Foundation Board, and chairman of Women’s
Center Advisory Committee, The Children’s Hospital of Kings
Daughters and Downtown Circle.
Dr. Whibley was appointed to the School Board in July 1998 and
served as its chair from July 2002 until June 2006.
She is married to Roderick Whibley. They have two children, Josh and
Meredith.
