Barclay C. Winn was born in Norfolk, Virginia, graduated from Norfolk Academy and received his Bachelor of Science degree from North Carolina State University.

Mr. Winn is Chief Executive Officer of Winn Nursery of Virginia, Inc. which is headquartered in Norfolk.  He was elected to the Norfolk City Council in May 2000 representing Ward 6.

Mr. Winn is chairman of the Council’s Public Amenities and Marketing Committee and a member of the Youth, Education and Neighborhood Services Committee. He is co-chair of the Council’s Ghent Task Force, Wards Corner Task Force and Ocean View Task Force, and represents Norfolk on the Hampton Roads Planning District Commission.

He is president of the Norfolk Academy Board of Trustees; chairman of the Norfolk Advisory Board, Monarch Bank and serves on the board of Physicians for Peace and The General Douglas MacArthur Foundation.  Additionally, he serves on the Finance Committee of Sentara Health Systems and is a member of First Presbyterian Church

Mr. Winn is past chairman of the Armed Services YMCA, past president of the Sertoma Club of Norfolk, past chapter chairman and board member of the Tidewater Chapter of the American Red Cross and former board member of Sentara Enterprises.

Mr. Winn and his wife, Janet, reside in Ghent and have five children.
