GEM Program

In an effort to further community development and revitalize affected neighborhoods, the City of Norfolk, through its GEM Program, is taking formerly tax delinquent and underutilized properties and converting them into productive uses consistent with the City’s Comprehensive Plan, strategic neighborhood plans, and other city initiatives.

Transforming GEM lots into productive uses can present opportunities for reinvestment; present opportunities for economic growth and recovery of older neighborhoods; and eliminate vacant lots which depress market values.
