The Bureau of Community Enrichment serves as a resource to assist landlords and tenants in sustaining a quality living environment for all Norfolk residents. The following links provide various federal, state and local laws and ordinances that protect people’s housing rights. The Federal Fair Housing Act of 1968 makes it illegal for a landlord to discriminate because of a person’s race, sex, national origin or religion. The Virginia Residential Landlord and Tenant Act establishes the rights of landlords and tenants and encourages the parties to maintain and improve the quality of housing. And the Norfolk City Code Chapter 36.1 was enacted to set standards for residential rental dwelling living conditions.
There are public and private sources of assistance, in addition to the courts, to which landlords and tenants may turn. Many local organizations provide services such as dispute mediation, counseling, and low-cost legal advice and although only the courts can enforce rights and responsibilities, these organizations are able to help resolve disputes or provide basic information. The Bureau of Community Enrichment also provides landlord training workshops to share best practices landlords can use to ensure their investments are protected and their properties contribute more effectively to the safety, livability and care of Norfolk's neighborhoods.
