CEREMONIAL MATTER
President Fraim read a proclamation proclaiming October 19 thru 26, 2002 as Red Ribbon Week. Marty Raiss, Police Assisted Community Enforcement (PACE) and Elizabeth "Libby" Hiner from Juvenile & Domestic Court Services and member of the Norfolk Advocacy for the Prevention of Adolescent Substance Use were present on behalf.

PUBLIC HEARING
PH-1 PUBLIC HEARING scheduled this day pursuant to action of the Council on September 19, 2002, under the State law, public notice having been inserted in the local press by the City Clerk on the application of AMBASSADOR FOR CHRIST WORSHIP CENTER, for a change of zoning from conditional C-2 (Corridor Commercial) to IN-1 (Institutional) on property located at 3445 Azalea Garden Road.
No one spoke concerning this matter.
Thereupon, an Ordinance entitled, "An Ordinance to rezone 3445 Azalea Garden Road from Conditional C-2 (Corridor Commercial) to Conditional IN-1 (Institutional)," was introduced in writing and read by its title.
