President Fraim moved to excuse Mr. Winn for his absence from today's meeting.

CERTIFICATION OF CLOSED MEETING

A Resolution entitled, "A Resolution certifying a closed meeting of the Council of the City of Norfolk in accordance with the provisions of the Virginia Freedom of Information Act," was introduced in writing and read by its title.

The Resolution as introduced was adopted, effective February 12, 2002.

CEREMONIAL MATTER

President Fraim presented a proclamation to Dr. Thomas B. Lockamy, Deputy Superintendent, Academic Affairs and Accountability, and Denise Wiggins, Senior Director, Career and Technical Education and Adult Education Services, proclaiming February 10-16, 2002, as Career & Technology Education Week. Roger Dow, Technology teacher at Northside Middle School, recognized Adam Callahan, First Place National Award recipient, for his award winning design plan in the field of Mechanical Challenge. Approximately 70 administrators, teachers and students were also present.

 

 

 

PUBLIC HEARING

PH-1 PUBLIC HEARING scheduled this day pursuant to action of the Council on January 22, 2002, under the State law, public notice having been inserted in the local press by the City Clerk on the application of SouthTrust Bank for a Text and Zoning Map Amendment on property located at 6101 N. Military Highway.

Steve Kocen, the applicant, 999 Waterside Drive, and Thomas Kleine, attorney for the applicant, 999 Waterside Drive, were present to answer questions.

Thereupon, An Ordinance entitled, "An Ordinance to amend and reordain the Zoning Ordinance of the City of Norfolk, 1992, by adding thereto new Section 11-32 (Super K-Mart Localized Alternative Sign Overlay District) and by amending the official Zoning map to reflect this change," was introduced in writing and read by its title.

ACTION: The Ordinance as introduced was adopted, effective February 12, 2002.

C-1 Letter from the City Manager requesting a public hearing be scheduled to hear comments on the closing and vacating of an unnamed lane between East 25th Street and East 26th Street.

R-1 Letter from the City Manager and an Ordinance entitled, "An Ordinance approving the application for and acceptance of a grant award of $23,250 from the Chesapeake Bay Gateways Network in support of the Norfolk Water Trail System and appropriating said funds and authorizing a local cash match of $23,250," was introduced in writing and read by its title.
