President Fraim moved to dispense with the reading of the minutes of the previous meeting.

CERTIFICATION OF CLOSED MEETING

A Resolution entitled, "A Resolution certifying a closed meeting of the Council of the City of Norfolk in accordance with the provisions of the Virginia Freedom of Information Act," was introduced in writing and read by its title.

The Resolution as introduced was adopted, effective March 5, 2002.

PUBLIC HEARING

PH-1 PUBLIC HEARING scheduled this day pursuant to action of the Council on February 12, 2002, under the State law, public notice having been inserted in the local press by the City Clerk, to hear comments on the closing and vacating of an unnamed lane between East 25th Street and East 26th Street.

No one was present concerning this matter.

Thereupon, An Ordinance entitled, "An Ordinance vacating and unnamed 12 foot lane between East 25th Street and East 26th Street, was introduced in writing and read by its title.

ACTION: The Ordinance as introduced was adopted, effective March 5, 2002.

R-1 Letter from the City Manager and an Ordinance entitled, "An Ordinance to repeal Subsections (h) and (i) of Section 37-22, amend and reordain subsection (1) of Section 37-2, Subsection (b) of Section 37-47, Subsection (f) of Section 37-74 and Section 37-83 of the code of the City of Norfolk, 1979, SO AS TO address tax law changes affecting the Retirement System," was introduced in writing and read by its title.

R-2 Letter form the City Manager and an Ordinance entitled, "An Ordinance authorizing acceptance by the City as administrative and fiscal agent for the Norfolk Eligible Metropolitan Area (NEMA) under Title I of the Ryan White Comprehensive AIDS Resources Emergency (CARE) Act of grant funds in the amount of $4,906,134.00 from the U.S. Department of Health and Human Services for HIV/AIDS Health and Support Services and the Congressional Black Caucus/Minority AIDS Initiative and appropriating and authorizing expenditure of the grant funds," was introduced in writing and read by its title.
