President Fraim moved to dispense with the reading of the minutes of the previous meeting.

CEREMONIAL MATTERS

President Fraim read a proclamation proclaiming the month of May as Foster Care Month in the City of Norfolk. Curtis McMillan, Foster Care Program Manager, accepted the proclamation.

President Fraim read a proclamation proclaiming Saturday, May 5, 2002 as Special Olympics Day in the City of Norfolk. Dave Lanetti, Special Olympics Volunteer, accepted the proclamation.

 

 

 

 

 

 

 

 

 

 

 

 

 

PUBLIC HEARINGS

PH-1 PUBLIC HEARING scheduled this day pursuant to action of the Council on April 16, 2002, under the State law, public notice having been inserted in the local press by the City Clerk to hear comments on the lease of space at 103 Granby Street to Norfolk Stationery Company.

No one was present to speak concerning this matter.

Thereupon, an Ordinance entitled, "An Ordinance approving a lease with the Norfolk Stationery Company, Inc. for certain premises located at 103 Granby Street," was introduced in writing and read by its title.

ACTION: The Ordinance as introduced was adopted, effective, May 31, 2002.

PH-2 PUBLIC HEARING scheduled this day pursuant to action of the Council on April 16, 2002, under the State law, public notice having been inserted in the local press by the City Clerk to hear comments on the lease of space for outdoor dining to Epicurian, Inc. t/a Magnolia.

No one was present to speak concerning this matter.

Thereupon, an Ordinance entitled, An Ordinance granting permission to Epicurian, Inc. t/a Magnolia to encroach into the right of way of Colley Avenue and approving the terms and conditions of the encroachment agreement," was introduced in writing and read by its title.

ACTION: The Ordinance as introduced was adopted, effective, April 30, 2002.

PH-3 PUBLIC HEARING scheduled for this day, public notice having been inserted in the local press by the City Clerk, to hear comments on the acceptance of property and authorization of conveyance of property to Wal-Mart Real Estate Business Trust, located near Janaf Shopping Center.

The following proponents were present but did not speak: Randy Lassiter, 6037 Frament Avenue; Attorney R.J. Nutter, 2500 Dominion Tower; Steve Matthews, 1170 N. Military Highway; John Knibb, 1307 Lake Point Drive, Chesapeake; Tom Sauro, 288 Windship Cove, Virginia Beach; Joe McQueen, 1170 N. Military Highway.

There was no one present to speak in opposition to this matter.

Thereupon, an Ordinance entitled, "An Ordinance authorizing the City Manager to accept the dedication of a certain parcel of property located in the City of Norfolk, along with a newly constructed sanitary pump station located thereon, from Wal-Mart Real Estate Business Trust, and authorizing the conveyance of certain property owned by the City of Norfolk to Wal-Mart Real Estate Business Trust, upon certain conditions," was introduced in writing and read by its title.

R-1 Letter from the City Manager and an Ordinance entitled, "An Ordinance to allow construction and operation of an automobile repair station and an establishment for the sale of beer and wine for off-premises consumption located at 1170 North Military Highway," was introduced in writing and read by its title.

Randy Lassiter, 6037 Frament Avenue, recognized the Director of Public Works and his staff for working to make this application possible.

NEW BUSINESS

  1. Michael Rorer, 6165 Sewells Point Road #13, a) commended Council for acquiring the USS Wisconsin, b) urged Council to repay the Union Mission money owed for the Birtchard’s Dairy site, and c) suggested the City fine drug dealers for unlawful sales, which would provide revenues to the City.
  2. Frances Wallace, 5576 Deepdale Drive, asked Council to act on a petition she has submitted to the Department of Public Works requesting streetlights in the Popular Halls neighborhood.
