Prayer was offered by Pastor Jim Wood, Pastor of First Presbyterian Church, followed by the Pledge of Allegiance.
Councilmembers Collins and Hester were absent.
President Fraim moved to excuse Councilmembers Collins and Hester from the meeting.
Motion adopted.

CEREMONIAL MATTERS
PUBLIC HEARINGS
PH-1 PUBLIC HEARING scheduled this day pursuant to action of the Council on March 19, 2002, under the State law, public notice having been inserted in the local press by the City Clerk to hear comments on the purchase of the 38th Street Park property located in the Park Place neighborhood currently owned by the Bishop of the Diocese of Richmond.
There was no one present who wished to be heard on this matter.
Thereupon, An Ordinance entitled, " An Ordinance authorizing the purchase of certain property described as Lots 31, 32, 33, 34, 35, 36, 38, 65, 67, 69, 71 and 73, Block U, Plat of Kensington from the Bishop of the Diocese of Richmond for the sum of $32,000, and authorizing the expenditure of the sum of $32,000 from funds heretofore appropriated," was introduced in writing and read by its title.
ACTION: The Ordinance as introduced was adopted, effective April 9, 2002.

PH-2 PUBLIC HEARING scheduled this day pursuant to action of the Council on March 19, 2002, under the State law, public notice having been inserted in the local press by the City Clerk on the application of Allied Marine Industries, Inc., and Allied Terminals, Inc., to close, vacate, and discontinue portions of Lansing Street from Indian River Road to Revelle Avenue; Revelle Avenue from its eastern boundary to Allied Lane; and Allied Lane from Revelle Avenue to its northern terminus.
There was no one present who wished to be heard on this matter.
Thereupon, An Ordinance entitled, "An Ordinance vacating portions of Lansing Street, Revelle Avenue and Allied Lane, and authorizing the acquisition of utility easements in the portions being vacated," was introduced in writing and read by its title.

PH-3 PUBLIC HEARING scheduled this day pursuant to action of the Council on March 19, 2002, under the State law, public notice having been inserted in the local press by the City Clerk on the application of the City Planning Commission to amend the City of Norfolk Zoning Ordinance, 1992, to require a special exception for the sale of 'distilled spirits' or liquor for off-premises consumption should the State allow the privatization of establishments to sell distilled spirits for off-premises consumption.
Daniel Montague, 4605 Krick Street, spoke in favor of the application.
Thereupon, An Ordinance entitled, "An Ordinance to amend and reordain Sections 2-3 and 25-10.1, and Tables 6-5 and 8-5 of the Zoning Ordinance of the City of Norfolk, 1992, SO AS TO define, authorize and regulate establishments for the sale of distilled spirits by special exception.," was introduced in writing and read by its title.
ACTION: The Ordinance as introduced was adopted, effective April 9, 2002.

PH-4 PUBLIC HEARING scheduled this day pursuant to action of the Council on March 19, 2002, under the State law, public notice having been inserted in the local press by the City Clerk on the application of the City Planning Commission to amend the City of Norfolk Zoning Ordinance, 1992, to update portions referring to the City's vertical datum base.
There was no one present who wished to be heard on this matter.
Thereupon, An Ordinance entitled, "An Ordinance to amend and reordain various provisions of Chapters 2, 11 and 26 of the Zoning Ordinance of the City of Norfolk, 1992, SO AS TO revise the Datum Conversion Requirements," was introduced in writing and read by its title.
ACTION: The Ordinance as introduced was adopted, effective April 9, 2002.
