President Fraim moved to dispense with the reading of the minutes of the previous meeting.

CERTIFICATION OF CLOSED MEETING

A Resolution entitled, "A Resolution certifying a closed meeting of the Council of the City of Norfolk in accordance with the provisions of the Virginia Freedom of Information Act," was introduced and read by its title.

The Resolution as introduced was adopted, effective May 14, 2002.

CEREMONIAL MATTERS

President Fraim read a proclamation proclaiming May 19-25, 2002, as Emergency Medical Services Week in the City of Norfolk. Deputy Chief Loy Senter received the proclamation. Dr. Barry Knapp, Medical Director; EMS Chief David Palmer; Dr. Harry Plunkett, first Medical Director; Battalion Chief Horace Thomas, Director of First Medics, were also present.

President Fraim read the following two Resolutions commending Bettie Minnette Cooper and Dr. Charles Burgess for their 24 years of service on the Arts & Humanities Commission:

RESOLUTION FOR BETTIE MINETTE COOPER

WHEREAS, Bettie Minette Cooper was the founding force behind the Norfolk Commission on Arts and Humanities, and was appointed a charter member following its creation by City Council in 1978; and

WHEREAS, during her twenty-four years of service she was a strong leader and highly effective advocate for the arts as evidenced by the growth in the number of City-supported arts organizations from twelve in 1979 to more than thirty today, and by the growth in the size of Commission grantees whose aggregate budgets now approach $17 million dollars annually; and

WHEREAS, she played an instrumental role in the Commission’s successful efforts to bring the arts to underserved audiences, to promote arts education through outreach programs by the major and principal arts organizations and to increase accountability and professionalism of the arts in Norfolk; and

WHEREAS, her time as a Commissioner was also notable for the arts becoming a vital partner in the city’s progress, a result that was achieved through nurturing their growth and development and by bringing about an increased awareness of the arts as an industry and of their positive economic impact on the city.

NOW, THEREFORE, Be It Resolved:

Section 1: - That the Council of the City of Norfolk does hereby extend deep thanks and appreciation to Bettie Minette Cooper for twenty-four years of outstanding service to the citizens of the city of Norfolk through her activities as a founder, chairperson and member of the Norfolk Commission on the Arts and Humanities.

Section 2: - That this resolution shall be in effect from and after its adoption and be recorded in the permanent proceedings of the City Council and that a copy thereof be presented to Bettie Minette Cooper.

RESOLUTION FOR DR. CHARLES O. BURGESS

WHEREAS, Charles O. Burgess was a charter member of the Norfolk Commission on Arts and Humanities, having been appointed following its creation by City Council in 1978; and

PUBLIC HEARING

PH-1 PUBLIC HEARING scheduled this day pursuant to action of the Council on April 30, 2002, under the State law, public notice having been inserted in the local press by the City Clerk to hear comments on granting a perpetual storm pipe easement to the Commonwealth of Virginia, Department of Corrections.

No one was present to speak concerning this matter.

Thereupon, an Ordinance entitled, "An Ordinance authorizing the granting of a 20' perpetual storm pipe easement to the Commonwealth of Virginia, Department of Corrections, and approving the Deed of Easement," was introduced and read by its title.

ACTION: The Ordinance as introduced was adopted, effective, June 14, 2002.

NEW BUSINESS

1. Rosa Mayfield, 856 West 34th Street, requested assistance to prevent loud music and to clear trash from a vacant lot on West 35th Street. She reported tall grass at the intersection of Kellum Avenue and West 34th Street is a consistent problem that needs to be addressed.

2. Marvin Purvis, 900 block of West 31st Street, requested investigation of parties being held on a vacant lot located at the intersection of 28th and 31st Streets and Lambert's Point Road, primarily to eliminate loud music.
