CEREMONIAL MATTERS

1. President Fraim presented a Resolution to Anita Poston, former School Board chairman and member, for her 12 years of service to the Norfolk School Board and City of Norfolk. Dr. John O. Simpson, Superintendent of Schools, and Dr. Thomas B. Lockamy, Deputy Superintendent of Academic Affairs and Accountability, were also present.

2. Lauren Conner and Kelly Tucker, representatives of the Lakewood Garden Club, presented a check in the amount of $10,000 to the City of Norfolk, for acquisition of poles and flags for the median on Granby Street just north of the bridge.

PUBLIC HEARINGS

PH-1 PUBLIC HEARING scheduled this day pursuant to action of the Council on August 20, 2002, to hear comments on renewing a lease by the Colonial Coast Girl Scout Council on a three-acre parcel located adjacent to the Forest Lawn Cemetery for use as a girl-scout camp.

Kathy Bennett, representative for the Girl Scouts, was present to answer questions.

Thereupon, an Ordinance entitled, "An Ordinance approving the terms of a certain lease between the City of Norfolk and the Colonial Coast Girl Scout Council," was introduced in writing and read by its title.

ACTION: The Ordinance as introduced was adopted, effective October 18, 2002.

PH-2 PUBLIC HEARING scheduled this day pursuant to action of the Council on August 20, 2002, under the State law, public notice having been inserted in the local press by the City Clerk on the application of Mount Pleasant Baptist Church, to change the zoning from R-8 (One-Family) to conditional IN-1 (Institutional) on property located at 934 West Little Creek Road.

The following persons were present in opposition to the application, but did not speak:

Stafford, to amend the General Plan of Norfolk 1992, SO AS TO change the land use designation for the northern line of East Ocean View Avenue (East of 19th Bay Street) from Commercial/Office to Medium Density Residential.

Michael J. Stafford, the applicant; Bryant Goodloe, representative for the applicant, 8809 Adams Drive East, Suffolk, VA; were present to answer questions regarding PH-3 and PH-3A.

Jim Janata, President of Ward 5 Partnership, 3124 East Ocean View Avenue, spoke in support of PH-3 and PH-3A.

PH-4 PUBLIC HEARING scheduled this day pursuant to action of the Council on August 27, 2002, under the State law, public notice having been inserted in the local press by the City Clerk on the application of Norfolk Redevelopment and Housing Authority to change the zoning on two parcels of land located at 9523, 9536, and 9550 First View Street from C-1 (Limited Commercial) and R-12 (Medium Density Multiple-Family) to permit single-family homes.
