CERTIFICATION OF CLOSED MEETING

A Resolution entitled, "A Resolution certifying a closed meeting of the Council of the City of Norfolk in accordance with the provisions of the Virginia Freedom of Information Act," was introduced and read by its title.

CEREMONIAL MATTERS

1. President Fraim presented a Resolution to Nick Vourlas for his years of service on the Board of Commissioners of the Norfolk Airport Authority.

2. Mr. James English, chairman of the Environmental Commission, apprised Council of recent national and regional awards received by the Norfolk Environmental Commission and presented same, which included the Keep America Beautiful 2002 Partnership Innovation Award and the Elizabeth River Project Model Level River Star Recognition Award.

 

 

 

 

PUBLIC HEARINGS

PH-1 PUBLIC HEARING scheduled this day pursuant to action of the Council on December 17, 2002, under the State law, public notice having been inserted in the local press by the City Clerk to hear comments on the issuance of Wastewater System General Obligation Bonds.

Daniel Montague, 4605 Krick Street, spoke in favor of this matter.

Thereupon, an Ordinance entitled, " An Ordinance authorizing the issuance and sale of up to $10,000,000 in General Obligation Bonds by the City of Norfolk to finance wastewater system capital improvements," was introduced in writing and read by its title.

ACTION: The Ordinance as introduced was adopted, effective January 7, 2003.

NEW BUSINESS

    1. Daniel Montague, 4605 Krick Street, commented about economic development in the City and the need to attract more businesses. He reiterated comments made earlier about Norfolk residents electing its mayor.
    2. Michael Zarpas of Global Real Estate Investment, referencing Item R-3 on today’s agenda, expressed concern that a space within the Palace Shops on West 21st Street has been vacant for several years. He spoke on behalf of Barry Gordon who owns property within the Palace Shops.
