PH-1 PUBLIC HEARING scheduled this day pursuant to action of the Council on February 11, 2003, under the State law, public notice having been inserted in the local press by the City Clerk on the application of Norfolk Redevelopment and Housing Authority to amend the City of Norfolk Zoning Ordinance, 1992, pertaining to the West Church Street Overlay District.

There was no opposition present concerning this matter.

Thereupon, an Ordinance entitled, "An Ordinance to create the West Church Street Overlay District," was introduced in writing and read by its title.

ACTION: The Ordinance as introduced was adopted, effective March 11, 2003.

PH-2 PUBLIC HEARING scheduled this day pursuant to action of the Council on February 11, 2003, under the State law, public notice having been inserted in the local press by the City Clerk on the application of the City Planning Commission to amend Chapter 4, of the City of Norfolk Zoning Ordinance, 1992, pertaining to residential districts.

Thereupon, an Ordinance entitled, "An Ordinance to amend and reordain Subsection (a) of Section 4-0.9 of the Zoning Ordinance of the City of Norfolk, 1992, SO AS TO revise restrictions on porches that extend into required yards," was introduced in writing and read by its title.

Pamela Rogers, president of the Beacon Light Civic League, 122 Hardy Avenue, George Banks, 1736 East Indian River Road, spoke concerning the Berkley Shopping Center and advised Council that residents are not opposed to the sale of alcoholic beverages in the grocery store they are opposed to the sale of single bottles, cans, or servings of alcohol.
    2. JoAnne Berkley, Norfolk Preservation Alliance, 1419 Buckingham Avenue, thanked Council for considering the use of historic tax credits for Blair Middle School and for preserving the Selden Arcade.
